As Director, Legal and Enforcement, Michael J. Burns oversees the Authority’s legislative framework for the supervision of Bermuda’s financial services sector; provides legal guidance regarding the administration of the Authority and the discharge of its functions; oversees the Authority’s financial crime and enforcement mandates; and leads the resolution of overseas regulatory agency enquiries. Mr. Burns also serves as the Authority’s Chief Compliance Officer and Secretary to the Board.
Prior to joining the BMA in 2019, Mr. Burns spent many years in the private practice of law. In June 1992, he joined Appleby as an associate and became a partner in April 1998. During his career, he has specialised in financial services law and regulation in onshore and offshore jurisdictions, including Canada, the British Virgin Islands and Bermuda. During his tenure at Appleby, Mr. Burns served as Global Group General Counsel, a Senior Corporate Partner of the Global Group and a member of the firm’s Global Executive Board while also serving as Managing Partner of the British Virgin Islands office, among other senior executive and team leading roles. Over the course of his corporate and transactional law career, Mr. Burns has played an active role in law reform.
Mr. Burns is a Fellow of the Institute of Canadian Bankers. His first call was to the Ontario Bar in March 1990 and he has been a member of the Bermuda Bar since January 1993. Mr. Burns earned a Bachelor of Laws (LLB) and a Master of Business Administration (MBA) from Dalhousie University, and he holds a Master of Laws (LLM) from Cambridge University. In 2017, Mr. Burns was awarded the Fred Reiss Lifetime Achievement Award for his contributions to Bermuda’s captive insurance industry.
