The Legal Services & Enforcement Department provides legal advice to the Bermuda Monetary Authority on public law matters concerning the application of regulation of Bermuda’s financial institutions and private law matters arising from the operations of the Authority as a statutory corporation. The Department represents the Authority in relation to the incorporation of companies and the formation of partnerships, as well as providing assistance with the prevention and detection of financial crime. On the Policy side, the Department is responsible for leading the formulation of regulatory policy, managing the policy development process – including Discussion Papers, Consultation Papers, liaison with the Bermuda Cabinet and Bermuda Parliament – and representing the BMA in international policy developments affecting Bermuda.
Mrs. MacKenzie began practicing law in Bermuda in 1998 at the Ministry of Finance, as a Legislative Assistant (1998-2000) and Legislative Consultant (2000-2010). In these roles, Mrs. MacKenzie was the Principal Ministerial advisor on international tax information agreements and financial services regulation reform. She also negotiated and provided instruction for several related bills, including the International Cooperation (Tax Information Exchange Agreements) (Bermuda) Act 2005. Her duties in the Ministry included providing advice on financial legislation and reviews by international bodies, and government policies for international business development. She also carried out consultations and prepared position papers for review by Cabinet.
Mrs. MacKenzie has considerable international experience having worked with the World Bank/U.N.D.P., Atlantic Human Rights Center, Government of Mozambique/U.N.D.P, Law Society of New Brunswick and New Brunswick Department of Justice.
With a Master of Science in Environmental Impact Assessment & Auditing from the University of Wales, an LLB from the University of New Brunswick and a BA from Mount Allison University in New Brunswick, Mrs. MacKenzie was called to the Bar of Canada in 1978 and the Bermuda Bar in 1998.
